Aberdeen, Maryland in 1952. He graduated from the University of Delaware in 1974
as a Distinguished Military Graduate with a Bachelor of Arts Degree in Biology,
and was commissioned a Second Lieutenant. In 1984, he was awarded a Master’s
Degree in Health Care Administration from Baylor University. His military
